In her 7 1/2 year tenure US Rep. Gwen Moore (D) of Wisconsin’s 4th Congressional District has skipped out on more votes in Congress than any other member of Congress from Wisconsin.  According to figures compiled by GovTrack.us, Moore has missed more votes in 7 1/2 years than Rep.
